H.R. 1834 "Breaking the Gridlock Act"

This bill contains multiple individual clauses to attempt to break the gridlock.

A time capsule is to be created by the Architect of the Capitol while working with leaders in Congress to determine contents. In the capsule would be books, manuscripts, relics and other material important to the United States' 250th year. The time capsule will be buried until July 4, 2276.

Secretaries of Agriculture, Interior, Homeland Security, and Defense are to come to an agreement on cost share for fire suppression.

The Secretary of State and the Secretary of Defense are to develop a five-year plan to help the Nigerian government combat Boko Haram, a violent terrorist group. This plan must enhance military capabilities and other existing authorities, provide humanitarian aid, improve the Multinational Joint Task Force to Combat Boko Haram's ability to prosecute human rights abusers, assist in countering violent extremists, promote rule of law, enhance public safety, and identify mechanism and resources needed.

Reports on finding and outlining a plan to promote services for veterans is to be submitted by the Small Business Administration Administrator. This would be added to the Small Business Act.

The Attorney general is to carry out a new program in order to create grants for eligible local governments to improve veteran treatment court programs' retention.

A study of feasibility of treating the time it takes TSA employees to travel from duty locations and parking lots and transit stops as on-duty hours is to be conducted by the Administrator of the Transportation Security Administration. This should include average commuting times, potential benefits, possible technology use, and estimated costs.

The Secretary of Treasury is to study and write a report on the exposure of the US to financial sector of China with an assessment of potential reforms and analysis of risks.

Every three years, the Secretary is to review the amount of which a person is insured for in the case of death of military members compared to $400,000 adjusted to match inflation since fiscal year 2005.

The Secretary of Defense is to identify severance payments that were not in accordance with Internal Revenue Code of 1986 and inform the individuals to whom these payments were made of the amount that was improperly withheld and instructions for filing amended tax returns.

Hearing by House committees are to be held as an exercise of rule-making power.

Rules of the House are to be amended with the insertion of a clause that states any employees or members of the House are not to prevent individuals form providing truthful statements.

It is to be prohibited to make available sensitive data of a US individual that may be identifiable to any country or entity that is consider to be a foreign adversary.

Agencies are to be required to buy United States Flags that are 100% domestically made.
